Trailblazers

Launching in spring 2025, Trailblazers is a one-year programme that will trial innovative approaches to support people who are economically inactive to move closer to the job market.

Across our nine boroughs there are a number of groups who are likely to be economically inactive for a number of reasons, including women, individuals with disabilities and long-term health conditions, and carers.

A borough-specific approach

To ensure greatest impact, we are designing programmes with teams in each of our local authorities that respond to areas of high need and fit with existing support. This may include:

  • Training and job support
  • Self-employment and business start-up support
  • Childcare contributions

These proposals have been shaped with data analysis and direct feedback from borough leaders, employment advisers, residents, NHS and local employers.

This builds on the learning and work to date supporting over 26,000 residents through the Local London Work and Health Programme (WHP), UKSPF, No Wrong Door, and other employment programmes, ensuring that the approach is informed by frontline experience and lived realities.

We’re looking for support from businesses, NHS and others

A key part of Trailblazers will be building on the Mayor of London’s ‘No Wrong Door’ initiative delivered by our Integration Hub, which aims to integrate support services and engage employers.

We will be looking to continue to collaborate with Integrated Care Boards (ICBs), Jobcentre Plus, and training providers to ensure wrap-around support for residents moving into employment. We will be engaging with employers to share insights as well as hiring and supporting economically inactive individuals.

Throughout the programme we will be monitoring what is working and looking at gaps with stakeholders (frontline staff, businesses, ICBs, Jobcentre Plus, and training providers) to ensure residents receive the best support.

Trailblazers across London

The Local London Trailblazer is one of three sub-regional Economic Inactivity Trailblazers in London, with the others being delivered by our counterparts at West London Alliance and South London Partnership.

Further pan-London Trailblazers focussing on both youth and economic inactivity are being delivered by the GLA and London Councils.
